    • Overview Description.  US Immigration policy should be changed by, for example, …
      • Eliminating chain migration and the Visa Lottery programs,
      • Making that immigration policy rigorously merit-based,
      • Implementing a robust E-Verify program and punishing those who hire illegal immigrants,
      • Building a wall on the border with Mexico, and
      • Defunding sanctuary cities and states.
    • DACA – Amnesty and a path to citizenship should not generally be given to DACA eligible illegal immigrants or their families.  As a compromise, DACA eligible immigrants might be eligible under provisions of a new, merit-based system, if the provisions of that system are sufficiently rigorous.
  • Personal And Community Security And Firearms Issues.
    • School shooters almost all get their guns because their criminal and psychiatric records are not in the national background check database.  Federal, state, local governments must close this loophole.
    • A comprehensive law should be passed to uniformly protect rights under the 2nd Amendment from infringement by federal, state and local jurisdictions.
  • Federal Tax Reform
    • Implement a Federal Flat Tax so that everyone pays their fair share.
    • Maintain the 2017 Corporate Tax Rate Reductions to make American companies to be internationally competitive.
    • Close tax loopholes, especially for corporations like Amazon that pay no Federal income tax.
  • Federal Spending. Overview Description:  Limit the functions performed by the Federal Government to those explicitly permitted by the Constitution within five years, so that we eliminate the Federal budget deficit and stop stealing from our children and grandchildren.  Exceptions to that five year window would include Social Security and Medicare, but significant changes must be made to make them fiscally solvent.  For functions that are dropped by the Federal Government, each state should decide which it wants to fund and manage.  Those who want the Federal Government to continue performing some of those functions that are currently unconstitutional, should work to amend the Constitution, not just ignore it.

    • ObamaCare should be completely repealed.  We should not just make a few, relatively cosmetic changes that essentially transform it into ObamaCare Light.
    • Introduce extensive, innovative, free-market features, e.g., Health savings accounts, healthcare buying coops, letting people buy health insurance across state lines.
    • Subsidies for individuals and insurance companies should become the responsibility of the States.
    • Stop giving anti-trust exemptions to insurance companies.

    • Welfare (Unearned Lifestyle Subsidy) Reform.  Responsibility for these prioritizing, funding, and managing these programs should be given exclusively to the states in the next three to five years.  Work requirements should be implemented for Federal welfare recipients.
    • Social Security/Medicare Reform.  Medicare and Social Security should be fiscally viable within the limits imposed by Medicare and Social Security taxes.
    • Education.  Responsibility for funding education should be returned entirely to the states and their local jurisdictions.  The Department of Education should be eliminated.  Until this happens, to the extent that the Federal Government plays a role in education, we should…
      • Require educational choice as a defense of religious freedom and especially in the interest of urban/inner city students.
      • Deny grants and subsidies to school districts and universities that improperly restrict free speech or allow the suppression of free speech.
      • Recognize that the attitudes of a student’s family and community toward the student’s education have a tremendous influence on the student’s educational success. That is, it’s not just the quality of the school or the amount of money expended.
  • Infrastructure.  With the exception of Defense infrastructure and some other fairly minor exceptions, responsibility for prioritizing, funding and managing infrastructure construction and maintenance should be a state and local government responsibility.
